Assam on High Alert as Arunachal Flash Floods Trigger Downstream Threat; Three Missing, Houses Washed Away, Major Roads Damaged

According to the Regional Meteorological Centre in Guwahati and the Meteorological Centre in Itanagar, the Yazali station in Lower Subansiri district recorded around 72.8 millimetres of rainfall during the last 24 hours. A significant portion of the rainfall occurred between 6 am and 9 am on June 24. Satellite and radar imagery indicated that extremely heavy rainfall between 6 am and 7.30 am triggered flash floods and caused a sharp increase in river discharge in the upper catchment areas.

Flash floods were reported in the Panyor Lower Hydroelectric Project area, formerly known as the Ranganadi Hydroelectric Project. Owing to the sudden rise in inflows, authorities opened one spillway gate to release excess water. Reports from Yazali stated that flash floods accompanied by debris flow damaged houses and infrastructure in the affected areas.

Officials warned that heavy rainfall in the upper catchments and increased river flows are expected to cause a substantial rise in water levels and current velocity in the Brahmaputra and its tributaries in downstream regions of Assam. The flood wave is expected to first impact Dhemaji, Lakhimpur, Biswanath and Sonitpur districts before moving further downstream and eventually reaching Dhubri over the next one to two days.

The situation is being monitored at the highest level in Assam. Acting on the directions of Chief Minister Himanta Biswa Sarma, the Chief Secretary held discussions with all concerned authorities and instructed them to remain on maximum alert and ensure full preparedness. District administrations and line departments in vulnerable districts have been directed to maintain close vigilance and undertake timely preventive and response measures.

Officials said teams of the State Disaster Response Force, National Disaster Response Force and other emergency agencies have been kept ready for deployment. Field-level officers have also been instructed to continuously monitor river conditions and vulnerable locations.

Residents living in low-lying and flood-prone areas have been advised to remain vigilant and relocate to safer locations whenever instructed by local authorities. Citizens have also been urged not to enter inundated areas and to avoid travelling in country boats and other small vessels across the Brahmaputra and other rivers as water currents are expected to intensify considerably.

Meanwhile, heavy rainfall triggered a landslide and flash flood near the North Eastern Electric Power Corporation area at the 43-kilometre point in Keyi Panyor district of Arunachal Pradesh on Wednesday, causing extensive damage to infrastructure and disrupting connectivity.

Preliminary reports indicated that huge quantities of debris, mud and rocks buried sections of the roadway, making the route impassable and affecting vehicular movement. According to Deputy Commissioner Sweta Nagorkoti, three persons are missing and 18 houses in the North Eastern Electric Power Corporation Colony have been washed away. The helipad has also been damaged, rendering it unusable for Army and Indian Air Force helicopters involved in search and rescue operations. However, the administration has deployed teams of the State Disaster Response Force and National Disaster Response Force.

Continuous heavy rainfall also triggered major landslides at three locations along National Highway 315A in Assam's Dibrugarh district. The highway linking Jeypore with Deomali and Khonsa in Tirap district suffered severe damage after landslides caused large sections of the road to collapse.

All three damaged stretches are located near the Kathalguri Beat Office under the Jeypore Forest Range, close to the notorious U-turn point, where nearly half of the hillside road has fallen into a deep gorge below. The situation has become particularly serious as the road passes through Dihing Patkai National Park and had undergone widening and reconstruction only last year. Despite the recent work, fresh landslides have once again rendered the route extremely dangerous and narrow.

Authorities have imposed a night traffic restriction along the Jeypore-Kathalguri stretch, prohibiting vehicular movement between 6 pm and 6 am as a precautionary measure. With the monsoon strengthening and rainfall showing no signs of easing, authorities fear further deterioration of the highway in the coming days.

Residents and local authorities have urged the National Highways Authority of India to undertake urgent repairs to prevent a complete breakdown of connectivity between the two districts.

The cascading impact of intense monsoon rainfall across Arunachal Pradesh and Assam has exposed the vulnerability of critical infrastructure and heightened fears of widespread flooding, prompting authorities to maintain the highest level of alert as rescue teams and emergency agencies prepare for possible escalation in the coming days.
